PROBLEM TO BE SOLVED: To detect block noise accurately and precisely from the frame of a moving image.

SOLUTION: An edge detection section in an image processor detects the edge of the frame of a moving image. A longitudinal line extraction section 132 of a block longitudinal boundary position detection section 130 extracts the longitudinal edge having a strength below a noise determination threshold out of the edges detected at the edge detection section. A longitudinal counter 134 counts the total number of edges extracted at the longitudinal line extraction section 132 for each pixel array position of a frame. A block longitudinal boundary position determination section 138 determines a pixel array position where the longitudinal counter 134 includes a peak count as the block longitudinal boundary position. A block lateral boundary position detection section detects the block lateral boundary position by performing the same processing as that at the block longitudinal boundary position detection section 130 for the lateral direction edge out of the edges detected at the block boundary position detection section.
