PROBLEM TO BE SOLVED: To solve the problem that a warning is issued to a driver of a car when his/her physical condition is bad, while the warning is ignored. SOLUTION: A driver terminal and a manager terminal are interconnected through a network, the manager terminal outputs instruction information from a biological information output section disposed in an automobile at every predetermined time interval, issues a warning when the driver does not follow it, determines whether the driver has stopped the vehicle or not based on positional information of the vehicle, and starts a warning car to stop the vehicle when it does not stop.
