PURPOSE: A voice telephony network design device based on end-to-end traffic and a method thereof are provided to produce end-to-end traffic between end-to-end exchange systems, thereby designing a network requirement amount and line. CONSTITUTION: A data collection unit(210) collects voice telephony network design information. An end-to-end traffic computation unit(220) performs the prefix processing of the voice telephony network design information. The end-to-end traffic computation unit produces end-to-end traffic by service type between an originating exchange system and a receiving exchange system. A route creation/allocation unit(230) assigns the end-to-end traffic according to a voice telephony network section. A network requirement amount computation unit(240) produces a network requirement amount and line which are necessary between the originating exchange system and the receiving exchange system.
