PROBLEM TO BE SOLVED: To provide a video signal processing apparatus capable of controlling luminance based on an inputted video signal and achieving prevention of a display defect by a voltage drop due to resistance of a common electrode and reduction of power consumption, a video signal processing method, a program, and a display device.

SOLUTION: The video signal processing apparatus includes: a mean luminance calculation section which divides a display screen to a plurality of divided regions and calculates the average luminance of every divided region based on the inputted video signal; a correction center setting section which determines the divided region generatable by the voltage drop of a local common electrode at a display screen based on the average luminance of every divided region, and sets the correction center position for setting the gain of the video signal corresponding to the determined divided region to the prescribed value at which the generation of the voltage drop is prevented; a correction value setting section which sets the correction value complying with the display position of the display screen with the correction center position as a base point; and a gain adjustment section which adjusts the gain of the video signal based on the correction value.
