PROBLEM TO BE SOLVED: To provide a memory system for attaining optimization in the whole system, appropriately setting an organization to mask an access request from another master, obtaining efficiency in continuous access with respect to the access in the same bank and on the same page, and not necessarily requiring correction when connection is performed to a specified bus, and to provide an access control method for the system, and a program. SOLUTION: The memory controller 13 of the memory system 10 notifies an arbiter 17 on the bus of bank information which includes page open information of each bank in a memory 11, and information of the banks, rows, and reading/writing, or the like, which are the requested information within a request queue 15.
