PROBLEM TO BE SOLVED: To obtain a cosmetic suppressed in foul odor emission, hardly causing messy makeup and getting drab, usable with water, forming makeup film of good touch feeling and transparent feeling, and having the characteristic of excellent rice-inherent natural image, by compounding hydrophobization-treated fine rice powder suppressed in foul odor emission, causing no shape alteration of its own even if exposed to water, and stable and good in touch feeling, which is obtained by such a process that, in order to suppress foul odor emission with time, fine rice powder is washed with a lower alcohol and hydrophobized. SOLUTION: The cosmetic is obtained, which is characteristic in being compounded with hydrophobization-treated fine rice powder obtained by hydrophobization-surface-treatment of fine rice powder washed with a lower alcohol.
