<P>PROBLEM TO BE SOLVED: To provide a rotatable cutting blade which is attached in such a manner as to be rotatable on the longitudinal shaft of a bit, and a bit holder which can be fitted with the plurality of types of bits for the cutting blade undergoing the regulation of rotation. Ž<P>SOLUTION: The bit holder 1a is equipped with a fixing rod receiving hole 11 for receiving a fixing rod 41 of the cutting blade 4a, and a mounting hole 12 for inserting a mounting rod 49 for mounting the fixing rod 41; and an end surface is provided with a rotation inhibiting portion 13 which regulates the rotation of the cutting blade, and a cutting blade rotation receiving portion 14 which allows the rotation of the cutting blade.
