An exhaust gas purifying catalyst comprising an integrally structured carrier (2), and a transition metal oxide layer (3) formed in the integrally structured carrier (2).  The transition metal oxide layer (3) contains a transition metal oxide powder which is composed of transition metal oxide particles (10), a first compound (20) supporting the transition metal oxide particles (10), and a second compound (30) internally containing the transition metal oxide particles (10) and one first compound (20) or an assembly of first compounds (20).
