PROBLEM TO BE SOLVED: To provide a radiation heat transfer control film capable of effectively reflecting the energy of solar light while keeping the color tone of a base plate to suppress heating the base plate by the solar light and to reduce the cooling load of houses or the like. SOLUTION: First particles 12 having a prescribed particle diameter are distributed in a base material 11 transparent to a visual light with a prescribed particle density so as to be able to scatter near infrared component in the solar light. Second particles 13 having smaller particle diameter than that of the first particles 12 are distributed so as to be able to scatter the ultraviolet component of the solar light with a prescribed particle density in the base material 11.
