PURPOSE: A method and an apparatus for off-line reception permission based on a VAN are provided to reduce time and costs due to the obtaining of CRM data. CONSTITUTION: A reception agreement service server(300) generates an authentication number corresponding to a customer terminal number. A VAN(Value Added Network) terminal(100) receives the customer terminal number permitting the CRM data use from a customer using a corresponding franchise. If the authentication number is received from a customer terminal(400), the VAN terminal receives a reception agreement signature from the customer. The VAN terminal transfers reception agreement information with the signature to the reception agreement service server.
