A method for evaluating video quality is disclosed in the embodiments of the present invention, the method provided by the embodiments of the present invention includes the steps of: acquiring the compression coding output information amount of the first video by compression coding; acquiring the fidelity coding output information amount of the first video by fidelity coding; acquiring a video quality evaluation parameter based on the compression coding output information amount and the fidelity coding output information amount, and evaluating the quality of the second video obtained from the first video by compression coding based on the parameter. A device and system for evaluating video quality are disclosed in the embodiments of the present invention. In the method, device and system for evaluating video quality provided by the embodiments of the present invention, an universally applicable quality evaluation module is set up for the video of the different types, thus the problem of high complexity and low accuracy of video quality evaluation due to the different video types is solved.
