<P>PROBLEM TO BE SOLVED: To provide a switching power supply device, capable of supplying a sufficient power while an apparatus is idle and capable of reducing a loss due to a reactive power through a starting resistance while the apparatus is active. Ž<P>SOLUTION: A starting current is reduced by a starting time setting means while the apparatus is operated by the switching power supply. Moreover, a power necessary for the idle apparatus is supplied from the switching power supply, by exerting control so as to accelerate a starting time by the starting time setting means.
