<P>PROBLEM TO BE SOLVED: To provide, at a low cost, a tool which has a light structure having excellent functionality on seedling-setting work and remarkably reduces fatigues, when field crops such as strawberry are cultivated and maintained, and to provide a strawberry ridge surface sheet which can efficiently carry water to the root portions of the strawberries on both the sides with one watering tube and is made of paper friendly to the environments without chemical fibers such as nonwoven fabric. Ž<P>SOLUTION: This laying tool is made by connecting light expandable support bars, and can bring a paper sheet and an irrigation tube close to the ground, can keep the stability of work, and can easily lay the paper sheet and the watering tube. Kraft paper using only virgin pulp friendly to the environments is used as a raw material for the paper sheet laid on the strawberry ridge. An organic ingredient such as a pyroligneous acid solution or a bamboo pyroligneous acid solution giving vitality to plants is kneaded with a biodegradable polymer or a paste (organic saccharides) and then coated on the paper sheet, and holes are formed in the paper sheet at suitable spaces at both the lateral ends of the watering tube to improve drainage.
