A biodegradable and anti-fogging sheet having improved scratch resistance is provided to hold excellent scratch resistance while maintaining enough flexibility and transparency and to show continuously anti-fogging property. A method for preparing a biodegradable and anti-fogging sheet having improved scratch resistance comprises the steps of: melting and extruding the resin and discharging the molten resin through a slip type die to prepare a sheet, wherein the resin comprises a polylactic resin 99.9-90.0 parts by weight, aliphatic polyester or aromatic-aliphatic polyester 0.1-10.0 parts by weight excluding the polylactic resin; performing corona discharge treatment on the coated surface of the manufactured sheet; preparing an antifogging agent 100.0 parts by weight consisting of surfactant, tetrafluoroethylene 3 parts by weight as a fluorine resin, and water to prepare an antifogging solution; applying the antifogging solution on one surface or both surfaces of the corona discharge treated sheet; and drying the applied coating solution in 60-100 °C hot wind for 10-30 seconds.
