<P>PROBLEM TO BE SOLVED: To provide: a conductive member which can secure a good electric connection with another conductor even if the area of the contact portion in contact with another conductor is narrow; a terminal using the conductive member; and a manufacturing method by which the conductive member and the terminal can be easily manufactured. Ž<P>SOLUTION: The conductive member 10 has a contact portion being brought into contact with another conductor 11 and electrically connected to another conductor 11 by contact with another conductor 11. The conductive member 10 is provided with a base material 12 made of a copper-based material and a conductive film 13 arranged at least in the contact portion of the surface of the base material 12. The conductive film 13 is formed by the formation of a solid solution of gallium and copper contained in the base material 12 and contains a copper-gallium-based crystal having a shape capable of penetrating through an insulative film 15 formed on the surface of another conductor 11.
