<p><P>PROBLEM TO BE SOLVED: To provide a paper conveying device that appropriately fixes the opening/closing state of an opening/closing cover and excels in workability, and to provide an image forming apparatus having the device. <P>SOLUTION: At the separation side end 41a of a conveying unit 40, there are provided a locking mechanism 50 that has a grounding spring 51, an arm member 53, a first unlocking spring 55, a shaft 57, and a cover pressing member 59. When the conveying unit 40 is attached to the body of the apparatus, the grounding spring 51 is pressed against a press part 61, the arm member 53 swings to cause the cover pressing member 59 to lock the opening/closing state of the opening/closing cover 42. When the conveying unit is detached from the body of the apparatus, the pressing of the grounding spring 51 is released and the arm member 53 swings.
