<P>PROBLEM TO BE SOLVED: To provide a thermal recycling method by converting waste tires into fuel, enabling use as fuel which reduces unburned objects and has high combustion efficiency by using a versatile steam boiler, capable of dramatically improving thermal efficiency and capable of preventing the global warming by achieving energy saving. <P>SOLUTION: A waste tire is crushed into chips to produce chip-shaped waste tires A, and input to inside of a gasification-carbonization furnace 2 and partially burned by introducing primary air and adding water content. By simultaneously performing water gasification reaction etc. of carbon and hydrocarbon contents included in the chip-shaped waste tires A, combustible gas G is produced. Unburned carbon is by-produced as carbide B, crushed into a fine powder after removing the included ferrous metals, mixed with water or oil, stirred and slurried. The combustible gas G and slurry-shaped pulverizing carbide C' are sent to inside of a combustion chamber 5a of the steam boiler 5, respectively and completely burned by introducing secondary air.
