PROBLEM TO BE SOLVED: To lighten a burden in circuit design by reducing the processes for editing work, when symbols are arranged on a net of circuit diagrams. SOLUTION: There are provided: a net information acquisition means for acquiring net information of a net selected by a user; a symbol information acquisition means for acquiring symbol information of symbols to be arranged on the net; a position calculation means for calculating position information of arrangement of the symbols, on the basis of the net information acquired by the net information acquisition means; a division calculation means for calculating net information of divided nets, where the net selected by the user is divided, on the basis of the position information of the symbols calculated by the position calculation means; a symbol arrangement means for arranging the symbols on the circuit diagrams, on the basis of the position information of the symbols calculated by the position calculation means; and a net arrangement means for arranging the divided nets on the diagrams, on the basis of the net information calculated by the division calculation means.
