<P>PROBLEM TO BE SOLVED: To reduce an operating load on a user, by narrowing down a device to be operated reflecting user's intention. Ž<P>SOLUTION: A controller 110 controls at least one target device 100-107 and includes: a positional information acquiring means for acquiring positional information of the present controller 110; an azimuth position acquiring means for acquiring the azimuth information of the present controller 110; a positional information receiving means for receiving the positional information of each of the target devices 100-107; and a narrowing-down means for narrowing down, as an operation target device, the target device 100-102 present in an azimuth indicated by the azimuth information and inside a predetermined angle of view, by using the positional information and azimuth information of the present controller 110 and the positional information of each of the target devices 100-107.
