PURPOSE: A recycled mortar for construction, and a construction interior board using the recycled mortar are provided to obtain effective insulation and waterproofness by recycling the waste material such as waste paper, waste rubber, etc. CONSTITUTION: A recycled mortar for construction comprises 5 - 10 weight% of the waste paper cut by a size of 300 - 500 mesh; 5 - 10 weight% of the waste stone powder pulverized by a size of 300 - 500 mesh; 30- 35 weight% of the waste rubber pulverized by 300 - 500 mesh; 30 - 35 weight% of cement; 20 -25 weight% of sand; and 1 - 5 weight% of a water-soluble adhesive. The recycled mortar for construction is mixed with water in a ratio of 100 : 30 and is applied.
