A short message to one terminal device specified as the destination by the transmitter out of a plurality of terminal devices used by the recipient user can be transferred to and received by another predetermined terminal device specified previously as the transfer destination.  A provider communication relay facility interposed among a plurality of networks operated by a communication common carrier is provided with a function of temporarily storing the short message and a function of holding information specifying the transfer mode of the short message.  Therefore, even if the first scheduled destination is in a non-receivable state when the short message is transmitted, the short message is transferred to a destination alternative to the first scheduled destination according to the information specifying the transfer mode of the short message.
