A multiple frequency allocation synchronous access terminal and a radio resource demand method selecting FA are provided to select the FA for requesting radio resource among two frequency allocations in a terminal transmitting and receiving data by accessing two FA. A first CINR(Carrier to Interference Noise Ratio) and a second CINR of first FA(Frequency Assignment) are measured about each frame of the current frame from an initial frame of a transmitting data packet(S300). A moving average of the first and the second CINR moving average is calculated in the current frame(S330). A back-off stage value and an interference window value are calculated according to the number of attempt of the radio resource assignment request. The radio resource assignment request is attempted based on the back off stage value and interference window value.
