PROBLEM TO BE SOLVED: To provide a device having various functions by a single unit. SOLUTION: The tea raw leaf-treating device includes a conveyor having a water-permeable net extended thereon, a nearly sealed tea raw leaf-treating chamber formed in the upper part of the conveyor and for allowing the tea raw leaves to pass, a hot water-feeding means for feeding hot water enabling the hot water to be blown on the tea raw leaves, a steam-feeding means for feeding steam enabling the steam to be blown to the tea raw leaves, and a blowing means for blowing the hot water or the steam to the tea raw leaves, and blows the hot water or the steam on the tea raw leaves by selecting them. With this configuration, a caffeine-reducing treatment of the tea raw leaves is carried out by blowing the hot water on the tea raw leaves, and a steaming treatment of the tea raw leaves is carried out by blowing the steam to the tea raw leaves to enable the caffeine-reducing treatment and the steaming treatment of the tea raw leaves to be carried out selectively.
