PROBLEM TO BE SOLVED: To provide a variable damping-force damper having excellent durability while restraining reduction in operational accuracy with biasing force such as horizontal force applied thereto, and a manufacturing method of the same. SOLUTION: This variable damping-force damper 10 has a cylinder tube 12 filled with a magnetic fluid (MRF), a piston 16 slidably disposed within the cylinder tube 12, a piston rod 13 connected with the piston 16 and disposed so as to protrude out of one end of the cylinder tube 12, and a rod guide 19 for blocking up one end of the cylinder tube 12 and slidably supporting the piston rod 13. The rod guide 19 has a structure having a predetermined base material portion 31 and a fluorine resin contained Ni plating film 32 that is treated by heat and is provided on the surface of the base material portion 31, and the piston rod 13 is slid relative to the fluorine resin contained Ni plating film 32.
