<P>PROBLEM TO BE SOLVED: To solve such a problem that, when a mobile station sends a signal of CDMA segment to a base station without synchronization, interference is given to channel resources around the CDMA segment. Ž<P>SOLUTION: A base station communicates with a mobile station through an uplink transmission channel wherein a first communication method and a second communication method are mixed, and it is provided with an operation section for calculating the quality of transmission channel between the mobile station and the base station and a scheduler section for assigning a resource of the uplink transmission channel of the mobile station based on the quality of communication channel calculated at the operation section. When the scheduler section assigns the resource of the uplink transmission channel to the mobile station, it determines whether or not the assigned resource of the uplink transmission channel is included in a resource to be controlled, and controls transmission conditions of the mobile station on the basis of the determination result.
