<P>PROBLEM TO BE SOLVED: To produce a water film suitable for environmental tests on the surface of a sample by suppressing effects due to the appearance configuration etc. of the sample. Ž<P>SOLUTION: The temperature of a test chamber 12 is raised to a test upper temperature at which a water film produced on the surface of the sample S is evaporated by turning on a power switch 54 and energizing a chamber heater 26, and the temperature of the test chamber 12 is lowered to a test lower temperature, a dew-forming temperature at which a water film is produced by the formation of dews on the surface of the sample S by turning off the power switch 54 and halting the energization of the chamber heater 26. By alternately and repeatedly changing the temperature of the test chamber 12 between the test lower temperature and the test upper temperature, a prescribed water film suitable for environmental tests is continuously produced on the surface of the sample S.
