PROBLEM TO BE SOLVED: To provide an apparatus and a method for diagnosing faults for vehicles and capable of shortening the time required for fault diagnosis at a service center. SOLUTION: The apparatus for diagnosing faults for vehicles includes: a part list generating means 21 for generating a list 35 of vehicle parts which could have caused anomalies when anomalies have occurred in a vehicle 50; a list storage means for storing the list 35; a test required part determining means 22 for determining vehicle parts on which active tests are to be executed among the vehicle parts of the list 35; a test execution determining means 23 for determining whether execution environmental conditions for executing the active tests for each vehicle part are satisfied or not with the vehicle 50 having a vehicle system activated; an active test execution means 24 for executing the active tests on the vehicle parts in the case that it is determined that the execution environmental conditions are satisfied; and a list elimination means 27 for eliminating vehicle parts determined as being not faulty as a result of the active test execution from the list 35.
