PROBLEM TO BE SOLVED: To improve efficiency of deciding an event condition.

SOLUTION: An event condition database 15 has an element condition table holding an element condition including a sensor ID and a state ID. A state decision database 11 includes: a state management table holding a present state ID; an association sensor table holding the sensor ID related to decision of a present state; and a state decision table holding the state ID in association with the present state ID and sensor data. A sensor data collection part 12 receives the sensor data and the sensor ID. A state decision part 13 acquires the state ID held in the state decision table in association with the sensor data and the present state ID when the sensor ID is held in the association sensor table. An event decision part 18 decides whether it satisfies an event condition including the element condition according to the sensor data and the element condition including the sensor ID and the acquired state ID.
