PROBLEM TO BE SOLVED: To improve accuracy of a predictive value of Wyner-Ziv frame and a compression rate of DVC.

SOLUTION: In a Distributed Video Coding (DVC) decentrally-encoding mutual information sources for a plurality of correlated information sources (multi-observing point image etc.) and collectively decoding the information sources on a receiving side, a sub-band of a middle and high frequency band of Wyner-Ziv frame is divided into rectangular blocks when the frame is encoded among a Key frame and the Wyner-Ziv frame composing a video frame, and whether entropy encoding or Slepian-Wolf encoding is performed by their two indexes Mean Absolute Difference (MAD) and Sum of Absolute Difference (SAD) is determined.
