<P>PROBLEM TO BE SOLVED: To provide a method for dealing with freezing of a water-added oil provided by mixing a fuel oil with water and stabilized as dispersion, and to provide a method for increasing stability. Ž<P>SOLUTION: The method comprises adding ethyl alcohol to water to decrease the freezing point, using reduced water as the water, to improve stability of the emulsion, and micronizing the water molecule cluster, to prevent bonding between clusters each other so as to stabilize the dispersion.
