<P>PROBLEM TO BE SOLVED: To easily attach and detach a device to and from the periphery of a bus conductor of a phase separation bus, and to prevent the bus conductor from entering a dangerous zone in an axial direction, even if the phase separation bus has a different outer diameter in the bus conductor and has a different inner diameter in a metallic outer cover. Ž<P>SOLUTION: A block part 12 is disposed between the inner periphery of the outer cover of the phase separation bus and the outer periphery of the bus conductor at a position where the operational zone of the phase separation bus is separated from the dangerous zone of the phase separation bus, and is expanded, when air is sealed inside the hollow portion of the block part, to cover the gap in the axial direction of the bus conductor. In the block part 12, a hose 13 for supplying air into the hollow portion of the block part 12 is attached thereto, and a sealing plug 14 for partitioning the inside from the outside of the block part 12 is attached to the other end of the hose.
