<P>PROBLEM TO BE SOLVED: To provide an electrifying device for effectively cleaning adhesive substance such as toner adhering to a surface of an electrifying member, maintaining cleaning performance over a long term, and stably performing uniform electrification to a surface of an image carrier. Ž<P>SOLUTION: The electrifying device 90 includes: a cylindrical electrifying member 9 at least provided with a conductive supporting body 903 and an electric resistance adjusting layer 902 formed on the conductive supporting body 903; and a cylindrical cleaning member 91 cleaning the surface of the electrifying member 9, which is pressured to abut on the electrifying member 9 by gravity or by a pressure imparting means, and fixed to rotate with the electrifying member 9. In the device, the cleaning member 91 is composed of resin foaming body 911 having open cell structure, and a periphery of the resin foaming body 911 is covered with rubber-like substance 912.
