PROBLEM TO BE SOLVED: To provide an electrical double layer capacitor of a flat type, capable of leading out a positive and negative electrodes from one side, by suppressing leakage current, without increasing the thickness of a separator. SOLUTION: A shape of a cross section of a winding core 2 is a flat; a lead out electrode 3 is inserted, vertically penetrating the cross section; the lead out electrode 3 projects from both ends of the winding core 2; an embedded electrode 10 is embedded vertically in the cross section; an exposed electrode portion 10a projects from one end of the winding core 2; the lengths of a positive electrode 14 and a negative electrode 12, of a vertical direction to the cross section are larger than that of the winding core 2, of the vertical direction to the cross section; a separator 11, the negative electrode 12, a separator 13 and the positive electrode 14 are wound around the winding core 2, laminated in this order; a positive electrode connecting portion 14a is connected to the exposed electrode portion 10a at one end of the winding core 2; and a negative electrode connecting portion 12a is connected to an exposed electrode portion 3b at the other end of the winding core 2, thereby the electrical double layer capacitor is configured.
