PROBLEM TO BE SOLVED: To provide a valve timing control device accurately controlling a flow rate of oil to be supplied to a phase changing mechanism. SOLUTION: In the device, electromagnetic braking force is applied to a hysteresis ring 18 by excitation to an electromagnetic coil 20 to change a relative turning phase of a timing sprocket 2 and a camshaft 1. An oil supplying means for supplying the oil to an interior of the phase changing mechanism 3 is equipped with: a hole throttle part 31 provided downstream of an oil supply hole 30 to generate a differential pressure between an upstream side and a downstream side; a substantially cylindrical holding hole 32 provided in the downstream side of the hole throttle part; and a gap throttle part 38 formed between an inner circumference face of the holding hole and an outer circumference face of a valve member by fitting the valve member 33 of a circular outer circumference in the holding hole, and disposed in a serial state with the hole throttle part.
