<P>PROBLEM TO BE SOLVED: To solve a problem with a conventional shackle wherein, even if it is of a small size, a tool is required for installing and removing a pin. Ž<P>SOLUTION: When a metal fitting is installed, even a shackle of the size of a certain degree can be sufficiently installed and removed by hand, to thus become useful for preventing falling and the loss, without carrying the tool.
