MOVING PICTURE DECODING METHOD AND DEVICE

PROBLEM TO BE SOLVED: To allow highly efficient encoding regarding a moving picture which changes in luminance over time, e.g., a fade image or dissolving image.

SOLUTION: Encoded data 300 includes: prediction error signal representing error of prediction picture signal with respect to moving picture signal having luminance signal and two pieces of color difference signal; motion vector information 414; and index information 415 representing combination of at least one reference picture number and prediction parameters prepared in advance per luminance signal and two pieces of color difference signal. A variable-length decoding device 303 decodes the encoded data 300. A frame memory/prediction picture signal generator 308: generates a prediction picture signal 412 in accordance with the reference picture number and the prediction parameters of the combination represented by the decoded index information; and generates a reproduction moving picture signal by using the prediction error signal and the prediction picture signal.
