PURPOSE: A hollow fiber membrane module with anti-fouling and energy reduction and a manufacturing method thereof are provided to minimize pressure loss of a pipe according to the length of a hollow fiber membrane, and to discharge the attached pollutants to the outside. CONSTITUTION: A manufacturing method of a hollow fiber membrane module includes the following steps of: inserting a bundle of a hollow fiber membrane(7) and a housing of a diffuser(6); placing the bundle of the hollow fiber membrane using a holder to maintain an interval of the hollow fiber membrane; hardening the hollow fiber membrane with a potting agent; cutting a hardened potting part; producing a left and right cap(15) and a center cap(16); and assembling the caps on the housing after arranging the caps and the housing to second-step structure.
