PROBLEM TO BE SOLVED: To determine operation states of an air conditioner or the like in simple constitution without requiring increase in signal cables so as to obtain correct integration data, and realize high-precision power control. SOLUTION: The air conditioner or the like is provided with an operation control means 1 and a temperature detecting means 2 on the indoor unit side. A compressor 5 installed on the outdoor unit side of the air conditioner or the like is actuated at a cycle determined by the temperature detecting means 2, and actuation of the compressor 5 is forcedly delayed to reduce power consumption. By monitoring operation situations of the compressor 5 every unit time that has been preliminarily set, the operation states of the air conditioner or the like can be determined.
