PROBLEM TO BE SOLVED: To provide a softening agent composition having high softening effect on a fiber, particularly a cotton fiber. SOLUTION: The softening agent composition comprises a cationic group-containing monomer unit and a hydrophilic nonionic group-containing monomer unit and contains a partially crosslinked polymer.
