PURPOSE: A rotating apparatus using eccentric rotation is provided to drive a generator with greater rotary power by increasing the eccentricity using weights inserted to move in guide bars. CONSTITUTION: A rotating apparatus using eccentric rotation comprises a frame(10), a support stand(20), fixtures(30) which are installed on the upper and lower front sides of the support stand to bear a load, a rotary shaft(40) which protrudes to the front and back of the support stand, a ring-shaped orbit(50) which is integrally installed on the front of the fixtures to be eccentric with the center of the rotary shaft and has a rotation groove(52) on the front surface, a rotator(60) which includes plural slide units(70) and guide bars(66) fixed to a rotation plate(62) in the radial direction, an accelerator which is installed behind the rotary shaft and increases the rpm of the rotator, and a generator(90) which is connected to the accelerator to create electrical energy.
