PROBLEM TO BE SOLVED: To hierarchically weight distributed information by high-speed processing.

SOLUTION: A distributed information generator includes: a divider which receives the input of secret information and divides the secret information to generate partial secret information; a dummy information generator which generates dummy information composed of all zero; a random number generator which generates random numbers; a first exclusive OR computing unit which performs an exclusive OR operation by a pair of random numbers which do not overlap with each other by using the characteristics of prime numbers and cyclic groups; a second exclusive OR computing unit which performs an exclusive OR operation by a pair of information which do not overlap with each other out of partial secret information including dummy information by using the characteristics of prime numbers and cyclic groups; a level assignment means which assigns a level to each partial distributed information and determines, in accordance with the threshold value of each level, the pair performing the exclusive OR operation; a third exclusive OR computing unit which performs an exclusive OR operation with respect to the determined pair and outputs partial distributed information being weighted in accordance with the level; a coupler which combines the outputted partial distributed information to output distributed information; and a transmitting means which transmits the outputted distributed information to an administrator.
