<P>PROBLEM TO BE SOLVED: To provide a cosmetic for fixing makeup suitable for fixing makeup that achieves both simplicity permitting anyone to use it as easily as a face powder and natural and beautiful finish exhibiting covering force like that of a foundation, and a makeup method using the same. Ž<P>SOLUTION: The solid powder cosmetic for fixing makeup includes (a) 10 to 60% of plate-like talc having an average particle size D50 of 15-40 μm, (b) 6 to 12% of pigment grade titanium oxide and (c) 6 to 9% of an oily component.
