PROBLEM TO BE SOLVED: To provide a method of manufacturing an expanded resin material which can manufacture the expanded resin material which has a high rigidity surface layer suited for the external decorating of a finished product, and is formed up of a homogeneous material, and also suitable for recycling and can be molded through a smaller number of processes, and a molding machine used for this method. SOLUTION: This method comprises a melting/filling process to heat a mold, then fill the mold with a foaming raw material and melt a part of the filling raw material, and an foaming/welding process to foam and weld the remainder of the filling foaming raw material. The molding machine is used for the method, for manufacturing the expanded resin material, which is composed of at least theses processes. In addition, the molding machine is equipped with a mold heater which is arranged near the mold, and heats the mold up to a temperature which can melt a part of the foaming raw material.
