PROBLEM TO BE SOLVED: To provide a concentration detector capable of enhancing concentration detection accuracy, and to provide an image forming apparatus. SOLUTION: Regarding the first concentration detector 15, a casing part 39 includes an inner cavity in which a liquid developer flows. The upper surface 45a of a base part is disposed in the inner cavity. A movable member 27 includes a bottom surface 27a facing the upper surface 45a of the base part. Further, the movable member 27 can move so that the bottom surface 27a may come close to or separate from the upper surface 45a of the base part. The movable member 27 is idly movably supported by a holding part 59. A spacer 17 is configured to come in contact with the upper surface 45a of the base part and the bottom surface 27a and keep a distance between the upper surface 45a of the base part and the bottom surface 27a at a prescribed distance. A concentration detecting part performs concentration detection for a liquid developer layer formed between the bottom surface 27a and the upper surface 45a of the base part in a state where the bottom surface 27a comes close to the upper surface 45a of the base part.
