PROBLEM TO BE SOLVED: To produce a high quality printed circuit board inh a low electric power consumption by eliminating the lowering of preheating temperature of a printed circuit board or the waste of electric power consumption and by providing a flux applicator, which obtains a superior applied state of VOC-free flux and is less in electronic power consumption. SOLUTION: A preheating process is provided with a preheating means having an instant lighting heater. A flux applying process is provided with: an atomizing means for flux; and an exhausting means which is for discharging atomized flux uncoated on a target workpiece and is made variable of exhaust rate per unit time. In addition, electric power supply to the instant lighting heater is controlled by the presence and absence of the target workpiece in the preheating process. COPYRIGHT: (C)2010,JPO&INPIT
