<P>PROBLEM TO BE SOLVED: To provide a portable radio device in which performance of a pseudo communication function is improved. Ž<P>SOLUTION: The portable radio device includes: a communication section 31 for performing voice communication with an external terminal device via a base station; a mode switching section 32 capable of setting a pseudo speech mode during which a pseudo speech operation is performed; a telephone number registration section 33 for registering a specific telephone number; a telephone number determination section 34 which determines whether a telephone number of the external terminal device is the specific telephone number registered in the telephone number registration section 33 when a speech request comes from the external terminal device via the base station while the pseudo speech mode is set by the mode switching section 32; and a request section 35 which issues a request through the communication section 31 to urge the base station to notify the external terminal device of its busy state when it is determined by the telephone number determination section 34 that the telephone number of the external terminal device is not the specific telephone number.
