PROBLEM TO BE SOLVED: To provide a steel cord maintaining the parallel arrangement of parallel core bundles without being twisted with each other, and to provide a tire to which the steel cord is applied. SOLUTION: The steel cord includes the core in which a plurality of wires are bundled in parallel without twisting together, and a sheath by the plurality of wires wound around the core. In the steel cord, the molded amount L1 of the wires in the sheath in the minor axis direction in a contour shape of the steel cord and the molded amount L2 of the wires in the sheath in the major axis direction therein satisfy following formulas (1) and (2): L1≤2.5×b+(a-b)/2 (1) and 0.9×(n×a+2×b)≤L2≤1.1×(n×a+2×b) (2) (wherein, (a) is the wire diameter of the core; (b) is the wire diameter of the sheath; and (n) is the number of wires in the core).
