<P>PROBLEM TO BE SOLVED: To provide a broadcast station video transmission system whose system price, system operation cost and management cost are low, and whose reliability is high. <P>SOLUTION: A material registration server is made as a clustering type single arrangement, and a system is made to be a low cost redundant system composed of hardwares in which a transmission server and a decoder are included in a current system and only the decoder is included in a standby system.
