PROBLEM TO BE SOLVED: To provide a DEM system which has high versatility and suppresses an increase in latency. SOLUTION: The DEM system is provided with: a switch circuit 31 for scrambling a first thermometer code corresponding to a digital signal on the basis of a switch control signal, and outputting a second thermometer code; a latch circuit 33 for latching the second thermometer code to output it; and a switch control signal generation circuit 32 for generating the switch control signal by using the digital signal or an output signal of the latch circuit and outputting the switch control signal.
