<P>PROBLEM TO BE SOLVED: To provide a device for supporting personnel arrangement planning, which supports personnel arrangement planning by presenting a load or margin of a worker. <P>SOLUTION: Workers in charge of a corresponding shift and area are set to a human capacity table 32. Workloads are set in a workload table 33. A work assignment part 34 assigns the workloads to each worker according to the working time and processing speed of each worker in reference to the human capacity table 32 and the workload table 33, and calculates a load factor and a residual load of each worker. A result display part 17 displays the load factor and the residual load of each worker calculated by the work assignment part 34.
